Abstract For a power system that has a high penetration level of wind power, the frequency nadir can be lowered if a wind turbine generator (WTG) keeps maximum power point tracking (MPPT) operation following a frequency event. This is because the number of the synchronous generators participating in primary frequency control is reduced; as a result, the inertia response from the synchronous generators is reduced. This paper addresses a closed-loop synthetic inertia control scheme of a permanent magnet synchronous generator-based WTG. In the proposed scheme, a rate of change of frequency (ROCOF) loop and a frequency deviation loop are used that operate in conjunction with the MPPT loop. The ROCOF loop is dominant during the initial stage of a frequency event, whereas the frequency deviation loop is dominant around the frequency nadir. The simulation results obtained using an EMTP simulator indicate that the proposed synthetic inertia control scheme can improve the frequency nadir under various wind conditions.
