Abstract The task of maximizing the utilization of existing facilities to secure transmission capacity has increasingly become a crucial challenge due to delays in reinforcing and expanding transmission and substation facilities. Currently, metropolitan tie-lines set the limit based on the line most vulnerable to voltage instability. However, other lines, aside from the one determining the limit, have a higher capacity, and if this spare capacity is utilized, it is possible to increase the capacity without additional expansion.
Non-metropolitan generators on the east and west coasts show different sensitivities to metropolitan tie-lines. By the characteristic, adjusting generators on the east and west coasts differently can maximize the utilization of existing facilities. In this paper, a new method is presented for increasing the limit of metropolitan tie-lines based on this characteristic.
